that is most likely something determined by the makers/publishers of the game that prevent it.

It's not necessarily something controlled by Microsoft/Xbox

Some games just do not allow it, perhaps it's a license thing or something else.

does it have 45 achievements for MGS 3 and 45 for MGS2?

I hope they fix it soon, I wanna buy Max Payne 3 and MGS2 and 3 HD right now.

Going back to some of my favorite PS2 games (MGS2 and 3) was great. To make MGS2 even better, its the Substance version with the hundreds of side missions.
