Messaging not Active

So im currently unable to message anyone or stream. I get the messaging isnt active for my account or my settings dont allow this messages whenever i try to send messages or stream but my settings are set to where it should work. i checked my rep and it
says i have perfect record. the fixes dont work and i dont have a comms ban (parties work fine). any ideas on how to fix this?

I just had a question about the messaging system.

while have no gold account active, can I still receive messages from other players, and do I still appear online if I'm logged in to my x box account on my computer?

If you have a silver account you will still be active and online even when you log on to your PC on the website or any Xbox Live enabled game.

But will not be able to play with other players online.

You can send messages en receive them and start a private chat session on your console. But can't connect to Xbox Live Party's.
