    I can send messages, but they still won't pop up on Xbox.com on my laptop. It says to start a conversation, blah blah blah, and I also can't receive messages from other people.

    Messages on PC.

    you should install the xbox app and connect your account to it. then you can press windows button and G to see your xbox pannel and fron there you can receve notifications.

    Hello, KingCobra dh.

    This issue might be occurring because of your internet connection. Try to reset your router/modem for 30 seconds, then connect back to Xbox Live and load up your messages.

    Not that I know of. It's also not happening to everyone so I'm not sure how widespread it is.

    The only other thing I can suggest in the meantime is that he tried a different browser.
