Message Ban

Hi. So I have had an enforcement on my account for over a month now. The enforcement reads:

Enforcement Detail :- This account engaged in inappropriate communications. This activity may include harassment, abusive language, hate speech, profanity, disruptive or offensive language, spamming, or other inappropriate uses of Xbox Live communications
features. Temporary suspension impact: For the duration of the suspension this account cannot use Xbox Live communication features, including in-game and party chat, messaging, video communications, gameplay broadcasting, sharing content, and Skype on Xbox
One. Permanent suspension impact: This account can no longer sign in to Xbox Live from any device. This enforcement affects the account's Xbox Live privileges.

Now I was wondering what does this mean? The only thing I don't have access to is messaging. I can receive messages but I can not send any. There was also no place for me to submit a case review for what I did. To be honest I am not sure what I exactly did.
I am just trying to receive some more information about this and ultimately get my messaging back. If someone can please try to help me out with this, I would greatly appreciate it. No one seems to be able to help except for the enforcement team which I don't
know how to contact.

Can I get someone banned?

I am just wondering if I report someone due to inappropriate language or comments will the gamer ban?. I message many of friends to report a certain gamer tag as well because I want him to be ban. It is normal to hear a lot or curse but this guy got into my nerves.

 

XBox Live Suspension

Seems to me that the best way to ban someone is simply take away their ability to communicate. No chat. No messages. No nothing. Should still be able to play online if you are paying for the service though. Now if they are cheating then, yeah. Ban them from the service completely.
