Merryweather Heist

So for a while I have been stuck in GTA V. I got the mini sub and the next part of the heist should be to get a Cargobob but I never get the call that starts that mission and ads a mission marker to get the Cargobob.

I have had this issue since July. I have uninstalled the game and the DLC, and reinstalled them and that didn't work. I thought maybe it was the July 4th content that could be messing it up so I decided to wait for more updates and DLC to see if it worked.
Still nothing.

I have no missions on the map other than Franklin's Assassination mission, but I did that and still didn't get the Cargobob mission to pop up. Micheal did all the flight school missions (not all gold) and Franklin was at full firearms skill long before
I got the Merryweather heist. But I still took Franklin to the fireing range to see if that helped to unlock the next mission.

Has anyone ever had this issue or a similar issue and have something to help me progress without restarting the game from the beginning?

I have done everything needed leading up to the heist I even did every flight school thing and finished all the other missions I can Trevor said he would call when he's ready and I feel like it's been about a week of game time and he hasn't called me or
nothing has prompted me to finish the heist anyone else have this problem?

I have I switch characters all the time I'm not that big of a noob haha, but I think I figured it out I have to do se more of the 'B' (FBI) missions I didn't know they were missions I just thought it was telling me where the FBI was maybe I am retarded

SHAFTshifter is right. You have to switch between characters. You should do it every so often any way just to make sure you're activating everything.

I have to admit that feature keep the game from getting boring to quick.

Did you try switching to Trevor and doing it as him? Some missions didn't activate for me until I was using a specific character.

I know you have to do certain activities to unlock these. You have to progress through the story too. I didn't start getting calls from Merryweather until after I met Trevor. Also, you need to answer the phone when people pick up, I always thought it was
a mission, but those call s give you the abilities you want. So you just need to keep playing, make sure you progress through the "Story" mode by meeting all the people and keep checking your phone.
