So long as the other console is online and the profile that downloaded the content is signed in then yes you should be able to play the DLC on the console that you use online. The console you use offline you would be able to play your games online or offline.
Bear in mind you can only do a license transfer every four months.

Has the DLC ever worked on your offline console? I do know for sure that certain DLC requires your console to be online every time so it can be verified. You'd need to try it to find out. Unless of course someone comes in with a suggestion other than mine.
Whether doing a license transfer would fix it I don't know but then of course you'd still need to connect to Live to do the transfer.

So what you're saying is if I transfer the licenses from my online console to my offline, I would still be able to play the dlc's/games on my online console as long as it's online?

Ok so I tried a different game (Deus Ex Human Revolution with every Dlc), Didn't work, I also tried an xbla game and again did not work......If I do end up transferring the licenses, would I still be able to play everything on my main console as well as
the other one?
