    I HAVE NEVER UNDERSTOOD WHY IT IS THAT THE XBOX POLICE BANS MATURE GAMERS (18+) THAT ARE PLAYING MATURE GAMES (ALSO 18+) WHEN CHILDREN UNDER 16 YRS OF AGE ARE ALSO PLAYING THESE GAMES! WHICH BY LAW SHOULDNT EVEN BE ALLOWED INTO ANY MATURE GAME OR LOBBY.
    I MEAN THESE GAMES HAVE PROFANITY IN THEM BUT MATURE GAMERS GET BANNED IF A PROFANE WORDS IS SPOKEN. IS IT BECAUSE XBOX CLAIMS THEY ARE PROTECTING PLAYERS OR IS IT THE SIMPLE FACT THAT XBOX /MICROSOFT ONLY CARES ABOUT THE REVENUE THEY GENERATE FROM NEW ACCOUNTS
    , GAMERTAGS OR CONSOLE REPLACEMENTS! XBOX ENFORCEMENT IS NOT ENFORCING FOR ALL GAMERS! SO IF YOU CANT KEEP KIDS OFF OF MATURE GAMES AND LOBBIES THAN HOW EXACTLY IS IT FAIR TO BAN A MATURE GAMER PLAYING MATURE GAME FROM KIDS WHO BY LAW ARE NOT SUPPOSE TO BE
    ALLOWED ON THESE GAMES, OH THATS RIGHT IT BECAUSE THE BANS GENERATE EXTRA INCOME. ITS PATHETIC, THEIVES BEHIND A SCREEN , MAYBE ENFORCEMENT SHOULD WATCH YOUTUBE THERE ARE PLENTY OF VIDEOS SHOWING JUST HOW CROOKED THEY ARE!

    The games themselves are rated M, but the Live service is not. The rating of the games is meant to keep younger kids from buying the games, but as long as they have parent permissions, they are allowed to play them. There is no law against that. There are
    also several mature players who don't want to be in a game with people who act like that either.

    Can normal xbox live players ban people

    You could as well ask if "normal people" can arrest other people and put them in jail.

    The answer is no.

    Normal people/xbox live players can report people to the police/Xbox Live Enforcement, and then there is an investigation.

    If the police/Xbox Live Enforcement find that the reported person broke the law/Xbox Live Code of Conduct, the police/Xbox Live Enforcement will arrest/suspend the person that broke the rules.

    So normal people can report, but not actually ban people. The banning is done by real people in the Xbox Live Enforcement team after reviewing evidence that is usually automatically sent in with the report.
