Mass Effect 3 DLC region locked?

That would be why dlc codes are all region locked to the region they were purchased in

Regional lock rules applies to dlc if the game requires a us address that would be why too mass effect may not have region locked but mass effect us codes can only be redeemed in a us account

Unfortunately changing regions on the account or Xbox is not a way to get around region locked DLC or games. If certain content is not available in your region, there is usually a reason that only the publishers would know.

Your physical location needs to match the location you have set on your console to properly allow the Microsoft Store to process the correct payment methods and currencies for all of the supported regions. Your physical IP address will not match with the
location you have set on the console or account, and therefore will not be possible to create a new account because a US billing address and physical IP address will be required to buy DLC available in the US market and in US dollars.

Mass Effect 3 is not available through the Xbox store in Canada. That does happen sometimes with region locked games. You would need to purchase the game on disc in order to play it.

Mass Effect 2, and the recent Battlefield 3, were region free.

Battlefield 3 especially was a very high profile game and region free, so it is possible that EA will do the same thing with Mass Effect 3.
