Mass Effect 3 Citadel DLC will not download?

Ok, so recently I downloaded a 2 part citadel dlc pack for Mass Effect 3. The second part is free but the first part you have to purchase which I did. Now I downloaded Citadel part 1 first like I was suppose to and then after that I downloaded part 2.
However, whenever I go in the game and try to use my galaxy map, the message comes up that claims that I don't have part 2 of the citadel downloaded and I can't play it unless it's downloaded. I tried to download it again numerous times from the main menu
and it keeps saying that it's downloaded but when I load the actual game and try to use the galaxy map it claims otherwise. Another thing I tried to do is I went to my storage devices, went to my hard drive, proceeded to game and apps, finally I selected
Mass Effect 3. When I selected Mass Effect 3 it took me to where all the items I downloaded in the past were stored. I noticed that their were two downloaded items with a yellow exclamation point next to them that says "download incomplete". One was for
a Multiplayer expansion pack while the other was for the citadel part 2 dlc. This makes no sense because when I go to the main menu in the game and select downloaded content it shows that citadel 2 is checked off as purchased/downloaded. I then deleted citadel
part 2 from the hard drive and then attempted to download it again. I launched the game again loaded to my saved game and yet still a message comes up and says that part 2 is not downloaded whenever I try to use galaxy map. Another thing I tried to do is
that I went to manage account and checked my download history. The citadel part 2 thing shows up right there so it's definitely in there, however the game keeps saying I don't have it downloaded. Is there a solution to this that I am overlooking? Please
help me, I have spent so much time trying to figure this out and I am highly irritated at this point.

If i remember you need to download part 1 again as the numbers get messed up,ie: part 1 is actually part 2 & vice versa.

It's a while ago since i downloaded the Citadel dlc but i think thats what worked for me.
