    Microsoft lost the licence to sell some of the Mass Effect 2 dlc,including the Overlord dlc so there is no way to buy it. For whatever reason they never took it of the marketplace though.

    Overlord and the Kasumi DLC from Mass Effect 2 directly effect events in Mass Effect 3. Shadow Broker and Arrival don't matter as the game forces them by default. If you've finished Arrival the only difference is Anderson gets one extra line at the beginning
    of the game.

    Microsoft lost the licence to sell some of the Mass Effect 2 dlc,including the Overlord dlc so there is nothing you can do to get it i'm afraid.

    Support can't do anything to help in this case.
