managing friends on xbox 360

Hello!

I can login to my xbox live account on Windows 10. There I have some xbox one friends who added me, and I saw them as followers. I clicked on their profiles, and I was able to choose them and "add friend". Now they are my friends.

On my xbox 360 console, none of them show up. I had only one, old xbox one friend from a year ago. I have talked to product support, and been through deleting my profile, clearing my cache 3-5 times, resetting my alternative MAC address and unplugging everything
for two minutes. Still, only that one old friend showed up. I finally deleted him on the theory he was an old system, and no I have re-added him on the web, but he no longer shows up as my friend on my console.

on my console, I can request friendship by gamertag, and then when I log into windows I can see that person is my friend, and *separately* there is an xbox 360 friend request.

I can try the full-clearning-resetting of my profile with no old requests and my old friend gone to see if that helps, but otherwise I'm wondering how this is supposed to work: as an xbox 360 user can I make xbox one friends and play with them? Should I
be friending them from my console only and getting them to respond to those requests (do those requests even work?) or in theory should my windows friend list & my console friend list be able to work together?

Friend request from xbox1

The friend system doesn't work the same on the One as on the 360. On the One it's a "followers" system so they probably added you, but you won't get an actual request to add them too. You would need to follow these steps to add friends -

This article suggests that I must request their friendship from my console. I will try again.

Ok, 10 hours in, 3 chats with product support, this still doesn't work for me. At this point, I now see my TargetFriend when I login via windows, they are my follower, we are friends, and I have a pending XBox 360 friend request to them. On their end,
they see me as a friend. They don't seem to see any sign of the xbox 360 pending request, and if they try to delete me as a friend so we can start fresh, it just says "you can't do anything with this relationship right now". I've deleted them and re-added
them and on my side I'll see them drop to "follower" but on their side they don't see any change. We tried waiting a few hours in between the delete and re-add but no difference - I'm somehow stuck in their friend queue as an xbox 1 friend.

I now see via browser that I can select these xbox one friends and choose "send an xbox 360 request". I've done that with two other friends and I can see all three of them now under "pending xbox 360 request" and we'll see if one of them figures it out.
