Manage Updates problem

Hi, this is my first post here, and I've got a problem with my Xbox One S that maybe someone has an idea of how to fix?

The problem is that that the "Manage Updates" section just has a spinning circle in it that never loads up, and at best it eventually times out with a "can't check for updates"-type message. If I go to manage an individual game, the same thing happens - just a spinning circle next to "updates", although "ready to install" above it loads pretty much straight away. Only workaround is to try and launch a game to see if it needs updating before playing, but even that is unreliable, with games often taking multiple attempts to load.

Here's what I've tried so far:

Cleared cache, cleared persistent storage, hard reset, unplugged power cord for 10 mins (all multiple times), signed out and back in after deleting profile, disconnected external storage, rebooted router (NAT type is Open, says all services available), and today finally did a factory reset. Problem still persists. I keep the console up to date, but always choose to manually manage game updates. Searches haven't really turned up anything on this, but any ideas appreciated.
