We understand that you are trying to purchase from Xbox's Microsoft Store using your PayPal account and is unable to because of error message.

We recommend you to try accessing your account from Microsoft account website using a browser. Through browser, see if you can manage your PayPal account and see if the billing and shipping address matches both on both accounts.

1. Launch a browser and sign in with your Microsoft account using this link: Microsoft account | payment options.
   
2. Manage PayPal account and see if your account has the same shipping and billing information - Microsoft account | Address book
   
3. Your Microsoft Store or device's country/region should match to the country/region on your account. Microsoft account | Your profile
   

Though there could be other factors like currency that hinders you to pay using PayPal account that might need assistance from live support team.

Do you have a past due amount, for example on Xbox Live?

Also, have you tried a hard reset on the console? All you have to do is hold the power button until it turns off (it should only take 10 seconds). After that, turn it back on and try again.

If it's still happening, then it might be a server issue on Microsoft's side. Although, you could always try contacting support:
