Major Game License Issue have been dealing with sice December 12th

I have been having a Major Game License Issue with Sniper Ghost Warrior Contracts have been dealing with since January 5th, the game was purchased on Dec 28th (Had 3 Deaths in the family and just getting back into State / Country)

I purchased Sniper Ghost Warrior Contracts + Sniper Rifle DLC on December 28th. Sadly I have not been able to try and play the game once due to several deaths in the family and Work both inside and outside the country. Except during the last three weeks getting
back from Japan.

Here is the Issue that I have been having. When Sniper Ghost Contracts + DLC & Sniper Ghost Warrior 3 was purchased they wouldn't play, when I did a Restart while keeping games neither of the games appear in my Ready to Install List but both show up in my
Purchase History.

Actions I have taken:

*Unlinked and then Relinked Profile to my home Console again.

*Reset the Console x19 keeping Games and Apps (Had to Re-Download Profiles)

*Reset Console x11 Deleting all Games and Apps and Profiles

*Remove all Cache files

and more

When I tried contacting customer service through messaging I was given a constant loading symbol that lasted between 30min - 5+Hrs. I just finally got the number to get in contact with XBOX Customer Service on the phone on the 7th.
