Major family setting flaw?

Basically my sister in law has asked me to place my nephew as my family on the xbox so I can limit his time as she works and he would sit on his xbox for 23 hours a day if given the opportunity! All settings are fine, he's given 4.5 hours a day which was
easy to set up and I keep an eye on his purchases.

The problem is the game fortnite. He's got an addiction to that rubbish. His attitude went downhill and he's doing badly at school thanks to it. All him and his friends do is talk about it, play it or watch others play it via YouTube. Because of the issues
his mums been having with him over that game it was decided it was best to limit his time on that game. So I blocked it and unblock it depending on his behaviour. He's limited to a day or two a week playing it. He's been bad these past few weeks so he's not
been on it or the whole xbox at all.

Now here is the major flaw in the family activity settings on Microsoft. For me to block a game he needs to be playing it so it comes up on his activity list so I can hit block. He was allowed fortnite last night so I went into blocked content and unblocked
it. He played it for a few hours BUT he appeared offline while playing it. Now the major flaw is that because he did this it hasn't put fortnite on his activity list for me to be able to see. Surely as the holder of the parental controls over this child's
account I should be able to see everything he plays or does online?! I understand the use of the appear offline function for the xbox as it stops people from pestering you, but for it to be hidden from parents isn't right?

So is this a flaw or am I not seeing a simple setting?

I will use it for time limits because time flies when you are having fun. But if i tell him he can game but he can't play fortnite and I find out or catch him playing fortnite... He knows that might be the last time he plays again. He knows i will take
it all away.... Until he earns it back.... Which would be a few weeks for sure!! So amount of time has to be limited but i also take the time to explain to him why his time is being limited and hopefully he will make a better decision next time before getting
in trouble. All that being said I do feel like xbox needs to improve parental controls.

The activity list has been hit or miss for a long time. I normally just block all access rather than specific games or just move the age rating lower.

Well the plot thickens and shows that the whole family activity settings need looking into.

Today I signed into his account on my Xbox, installed fortnite, went on it for 5 minutes in the hope of it going on the list. It didn't. I signed him out and left him signed out. I signed into my account and played a little bit of borderlands 2. Checked
to see if his list has been updated.... And borderlands 2 is on his list but not the actual game he was on on his account!

What is going on with this? It's so hit and miss its unreal. This is supposed to be something that enables us to have complete control over what our children are doing online.

Even if they appear offline, but they are really online, it should still record their activity. If not, then its an oversite. I will test this tonight with my children's accounts and update what I find out.

I think they need to make some changes because there are a few different ways kids can circumvent screen limits.
