    Is that normal??

    Xbox series s makes noise that aren’t coming from the fan, and you can also hear it when the console is off, is that normal?

    It is the fan which is cooling your system, however it should not be loud like that. It is possible that the fan is damaged if the sound is that loud.

    Is your console in an open area with plenty of room for airflow all around it? That will influence the speed and therefore noise of the fans more than anything.

    That is a hardware issue I'm afraid. If it disturbs your game play or inconvenience you too much, best you can do is send it to Microsoft for a repair.
