Unfortunately, that is by design. Purchases are tied to the account you purchased them on and I'm assuming, you are wanting to transfer all your games to the new account and that is not possible.

media usage rights that allow specific uses of that content.

Someone confirmed to me this is accurate, they swapped a physical copy of forza for a digital code, entered the code and only had to download a licence

Ok thank you , once I sell the disc can I still use the digital download as they both separate licences ?

unfortunately with all digital games, you purchase the licence to play them and don't actually own the game, and all companies with digital content have the right (which you agreed to when purchasing and downloading) to make them unavailable with short notice
and there is no comeback on this, it stated in every game or app digitally bought on any platform that your licenced to use that game or app for as long as it is available.
