Lost game save data - Fallout 4

If this has already been answered, I apologize ahead of time. Disconnected my system at home, took it to play at another location WITHOUT internet access - Fallout 4 isn't multiplayer so thought it was safe. Continued game for a bit, saved progress and
brought system home. Reconnected to home tv, turned it on and......I've now lost hour upon hour of gameplay because the only game save is from literally three weeks ago. For the life of me I cannot figure out if there is a way to force the system to sync
with the cloud since I am assuming it is supposed to keep game saves on the system AND cloud to avoid this. I am using an external "My Passport" hard drive upon which I downloaded the Fallout 4 game and the DLCs. Is this a problem with the external drive
or the cloud not syncing?

Am ticked to the point I want to uninstall the entire game and not play it again since the progress was substantial. Any way to fix this or is it gone?

No access to xbox cloud

If you play connected to xbox live you game data will automatically be saved to the cloud. Important to note that the cloud is used only to save game data not the game itself.

Example: if you are playing Fallout 4 on your console and save your game and go to another console with Fallout 4 installed you can sign in with your xbox live profile and play from where you left off on the previous console. But you cannot save Fallout
4 the game to the cloud to play on both consoles without installing it onto there hard drives.

You should receive a prompt to use local data or cloud data if set offline. I'd try to troubleshoot the sync and see if it is fixed

No help. Am not getting any error messages concerning syncing was asking if there was a way to force it do sync in an attempt to recover the lost game saves. I tried everything in suggested in a thread about changing settings, restarting, even the mobile
tether....no nada. Everytime i get FO4 started and look at my loads, none of the last two weeks is there including all of the Far Harbor I had already completed. Literally took me back seven achievement levels in the game. Am POd beyond belief at a system
that dumps saves - especially when memory is clearly available on the hard drive and the external passport drive. Why is there a game save limit in the first place if space is available for it to start giving the "cant save ....delete memory" BS. Any other
suggestions?
