I can't see Minecraft in my order history, though I'm sure I fully own the game, as it says in the Microsoft Store.

This only appears to be happening with Minecraft, all other games I've tried, both digital and on disc, have worked fine.

I've reinstalled the game without save data and tried launching the game on a hotspot but to no avail, I'm still receiving the same error message

When you press "Install, you own this" your Xbox Console appears?

If yes, try installing the game from there (don't forget to uninstall the game on the console)
And see if in that way you're able to play the game.

Can be a bit odd, but when the download process ends on your console using the link below, try changing your DNS:

go to Settings > Network > Advanced Settings

Once you’re inside the Advanced Settings menu, go to DNS settings and select Manual from the list of available options.
When you get to the next screen, enter 8.8.8.8 in the box associated with the Primary DNS and 8.8.4.4 in the Secondary DNS box.

Once the default DNS addresses have been changed, restart your console and see if the issue has been resolved at the next console startup.

But if finally the issue persists, you may need to contact Microsoft support to see if something has changed recently on your account

Due to as you said, people who owned the classic Minecraft Xbox one edition, was eligible to get the newest/actual Bedrock edition

Minecraft Xbox One Edition does appear in my order history, which I bought in 2015, but the newer Minecraft (Bedrock Edition) which I would've installed in late 2017 doesn't appear.

On the website you linked, Minecraft appears with a 'buy now' button, which takes me to the Microsoft Store, where it says "Install, you own this", similarly to the Store on the console itself.

Is this happening only with Minecraft? If you try launching a different game, the issue persists or not?

You say you reinstalled the game but keeping saved data, if you don't mind deleting saved data from everywhere for minecraft. Could you try deleting it to see how it goes?

Also, may I know if you tried using a different wifi network to see if the issue persists?
(Or share mobile data via wifi Hotspot and connect your console in that way)
