Try looking up 'Survival Island' seeds on Youtube for xbox one. You should get some seeds that are almost all water.

For the past year I've been building (first on Xbox 360 then on Xbox One) on a map that was 98% water. Alas, with the update that added emeralds, the map changed.

I found some mooshrooms in this seed. 9222902209992299 It is about 80% water but I guess the Mushroom biomes only spawn as an island. Anyway there are two medium islands in the North on that map.
