Locking Down On-Line Purchases

My son has 2 Xbox live accounts and both are tied to my paypal account. How do I lock down the account so he can't make random purchases without my permission. I can't delete the payment information because of Xbox live and I still want him to be able
to play his online games if I'm not home to enter a password. I am asking for step by step instructions for protecting the accounts from allowing online purchases vs. a link to security setups. I've tried to do this using a link I found earlier and it just
changed the password. Appreciate any assistance anyone can give.

There's always unused content on the disc. Doesn't mean the developer is consciously locking down to charge the people for it later. Maybe that unused content has a vital line of code that's used somewhere else in the game and removing that breaks the game.
This always happens and should be expected.
