Locked out of COD MWIII

I re-downloaded Call of Duty MWIII for XBox 1. Although I can sign in, it says everything is locked. I've tried signing out and signing back in. It says I have to purchase the game, even though I already own it.

Thank you KhajiBower34 for the help. This is a stubborn problem. I tried all that you suggested. No dice. I tried Reset Console/Reset and remove everything. Then I re-downloaded the game. It says I own it. It downloads. It starts. But everything is still "locked."

I bought it direct from Microsoft - they had an offer on where they included COD MWIII, I’m trying to find out how to now download it.
