Locked out of Account, can't recover it

I added one year gold membership and recently got locked out of my account and can't recover it. I created a new account and have Xbox live but no gold membership. Any suggestions?

I tried to recover the Account but the hacker changed the email to a different one, one that I don't know. So I can't recover it. Is there a different way to get atleast the Account locked?

No. The only thing I can think of is to recover the account. That deletes any passcodes. And you can't keep multiple copies of the same account(s) on multiple consoles. If you try that, you will be engaged in constant account recoveries will eventually
corrupt your accounts and then you will have problems.

I assume that this passcode you are referring to was put on your Live account? 'cause you can't lock out the console itself with a passcode. I wish you could however.
