Locked out of account an verification form won’t work

I'm sorry to hear that your brother lost access to his Outlook account. I know how frustrating it can be when this happens. Let's say that the only alternative you have at this moment is to send the account recovery form (Although you already mentioned that they have tried it many times, believe me, it is the only option to recover an account), I have also been through this situation and filled out the form approximately 6 or more times until they managed to verify that I was the owner of the account. The first thing is to enter information that the account has, in case a phone number or card has been deleted, you should simply omit that information and not add it to the form. That said, you can enter the following link:

If maybe you're wondering about the recovery form.
Usually that form is used when you forgot your account details

When an account is compromised the help is more limited.
If they detect fraudulent activity and there is no way to recover it (for example, the hacker enabled two steps verification) they lock it

I have an account that I lost and there is a phone number verification but I lost that phone number and got a new one and I tried the recovery form but it dident work but I also have video proof that I have the account I tried the recovery form but it didn’t work

The recovery form wont work if you have 2 step verification enabled.

When you first enabled the phone number verification it would have given you several backup recovery codes which are meant to be used in this exact sort of situation. It would have told you to save them somewhere safe.

Did you save those codes? If not unfortunately your account would be forever lost as having two step verification enabled also takes the ability to recover the account out of the hands of support

they made this:
Microsoft account To protect against fraud or abuse, Microsoft temporarily locks accounts when unusual activity occurs. To unlock your account, simply sign in to your Microsoft account and follow the instructions to get a security code. If you can't get a security code, or if your security code isn't working, go to When you can't sign in to your Microsoft account and follow the instructions under Can't get a verification code.

So i think my account is not permantly but temporarily lock (but i can't get the verification code so i need to use reinstatment form)
