Local Multiplayer not working despite not playing on the cloud

Trying to play local coop on demon slayer but nothing happens when I press the start button on the second player controller even though I am prompted to do so. I have the game installed normally, not through the cloud. I'll sign in as a guest with said second controller and when I return to the game screen no input of any sort will cause anything to happen in game. This is the same when I sign in with another xbox profile instead of a guest profile.
