It is in local currency. Do local stores have currency cards? You can register a credit/debit card and use that otherwise.

Beta Currency Failure on local currency

Some advices don´t put phones here...

Second i believe you have participation in dash Beta 2013, in acord to terms of NDA you have to open a thead in this part of forum (that open for gametags participation in the beta program.

    forums.xbox.com/.../default.aspx

And i advice before to make a post in that forum abova to look in your account go (in xbox.com is most easy)bellow your tag has some links click in my account, and in my account you have to go in payment and billing and go to billing history there show ALL
entries and exists from your account, look if have some problem (if you in beta 2013, your funds will show here; even if you in the beta program).

If you're signed into your account on the X1 and you go into Settings and then select Payment and Billing, you'll see large squares to the right with all your CC info and underneath that you should see a line that says, "In your Microsoft Account: $X.XX".
