Live TV not locking onto HDMI input signal properly

but when you use the hdmi in you xbox does the scaling and mine does that very well

Not sure I explained it clearly enough. My TV has 3 HDMI inputs, all of which can be configured for PC, Game Mode, TV etc etc. The Game Mode makes the XBOX input fill the screen and overall looks better than say in TV mode. So if the input from the XBOX
One is set to Game Mode, then I switched the XBOX One to throughput the TV signal, then I would be watching the preset HDMI in Game Mode even though I was watching a TV/Tivo channel, if that makes sense.

So to recap

My TV has one HDMI port set to TV input and another one set to Game Mode input, and I simply change the input depending on wether it is a game I want to play or a TV channel to watch.

But if one HDMI input is being used by both XBOX One and a TV signal input, then the TV's HDMI port setting will only default to the one I set it to in the first place

So it is the TV that determines what display I will get regardless of what signal the XBOX One sends.

On my TV it has to have a cable connected in order to cycle thru to that particular input whether digital or analog. Its not like the old TVs where u could just cycle thru every input when you hit the Source or TV/Video button. One thing i noticed on my
TV that was diffrent when the xbox hdmi port was working properly was when my xbox was shut off but still hooked up i could switch to the HDMI input on my TV that it was connected to. Now the xbox has to be turned on in order for my TV to recognize that a
cable is hooked up to that input and let me switch to it. Almost like there is no standby signal coming out of the xbox while its powered off anymore. Could anyone else with a TV that only cycles particular inputs that have a cable connected confirm whether
they still have a Standby signal when the xbox is off. I am curious to hear from someone with a console with a working HDMI port and someone with a non working HDMI port. My PS3 hooked up with that same cable to the same port lets me switch to the right HDMI
input while turned off so im pretty sure its not the cable or TV causing the issue.

I see, so the AVR must be connected to HDMI 3. Unfortunately, this means that the receiver or Xbox can't take advantage of HDMI 2.1 bandwidth, so 4K 120Hz will not be available (120Hz is supported on 55"+ models of the Frame TV)

Is Input Signal Plus enabled in your TV settings?

Navigate to Settings on your TV.
Select General and then select External Device Manager.
Select the Input Signal Plus.
Select the HDMI port that your AVR will be connected to (HDMI 3)

Thanks for the answer, but I've already done this. I'm no stranger to HDMI issues, I work with HDMI stuff at my job. HDMI over Cat6E and Coax and other baluns. You know, the fun stuff. I'll give it another shot, but my 360 is plugged directly into my
TV. It used to work no problem. Now it's just the HDMI out that doesn't work on my 360, the component works fine. My laptop sends out a HDMI signal using the same cable and on the same input on the TV. It's the fact that when my 360 is on and connected
to the TV through HDMI, my TV detects a signal of some kind, as I am able to select the input (my TV does not allow you to select an input port that does not have a signal inbound), but there is no audio or video at all. This leads me to believe that there
is an HDMI handshake issue or the HDMI port is going out all together.
