Linking Xbox One to PC

I am signed up for the preview program and running the newest version of the Windows 10 preview on my PC. I attempted to follow the instructions found here :Microsoft Unleashes Xbox One Backward Compatibility, Game Streaming in Preview - Xbox Wire
in order to get my PC and Xbox linked however under the settings>preferences menu on my Xbox there is no option for allow game streaming to other devices (beta). What am I doing wrong?

xbox live wont accept my billing information

You could also try linking your card and billing information to a PayPal account, and linking this one to your XBOX.

Have you been fully accepted into the preview program and downloaded the most recent update for your console? According to the article, "This option will appear for consoles with an OS version of xb_rel_1507.150609 or later." To check your OS version, go
to Settings, System, Console Info, and your OS version will be in the 3rd row down.

If that isn't the issue, and you have access, you'll want to create a post in the preview forums here:

forums.xbox.com/.../default.aspx

Any issues with the preview program should be posted in those forums so the appropriate team can help you out.
