If you are over 18, you should be able to promote your own account. From the dashboard --» Select Settings tab --»Select Account --» Select Promote Child Account.

Check under the tab "Manage settings on Xbox.com" and sub-tab "Manage a member's online safety and privacy settings"

There is no “privacy & online safety” tab only “family & online safety” and when you click on that you still don’t get an option of a xbox One/windows 10 online safety tab, and I dont see how such a tab would even be useful considering this issue is on
neither an xbox one or windows 10 device, its on an ipad
