    Hey there,

    There is no way to see who has license transferred. You will have to wait until you can license transfer and when you can then license transfer.

    You can follow the steps
    here     if you think your account has been downloaded on another console.

    I just wanted to add to the above post that if you need to do a license transfer early you should contact phone support and explain the issue to them. They may be able to do a manual transfer for you.
