License migration limits

With the xbox 360 the game licenses went with the consoles themselves not with the accounts like on the one systems and games.

The thing is this with the 360s if you got a new 360 and license transferred your games to that one then the license on the 360 that you sold would no longer be valid because you at that point would have transferred the license for the games to the new console

There's no way to transfer licenses between accounts. Once an account is banned you forfeit everything you had on the account. You would have to repurchase the content.

a license transfer isn't something done on an account, it's done via an account and will result in licenses being transferred from one console to another console. The licenses itself will remain on the account that bought the items that account is able to
use the games etc on any console, but if licenses are on a console any other profile is able to use them too on that console.

Since your licenses were transferred without your knowledge somebody could have gotten access to your account you might want to check this page too:

You read it incorrectly: you're supposed to trigger the License Migration on the
new console, not the old one. You can try calling Support to see if they'll help you by doing a transfer in advance of the four month waiting period. If not, it shouldn't be too bad to wait because you can still use all your content while you're connected
to Xbox Live in the meantime.

The inconvenience of that wait would be if your Internet connection is unreliable, or if you have more than one user who is trying to share your purchases via the console licenses (family members, roommates). If more than one profile has purchases, though,
they can each do the License Transfer, and in fact should do so because the Transfer is done on a gamertag basis.
