Latest Updates to XB1 console and Rock Band 4 - what are they for?

Apparently the was an operating system update for the Xbox One on 27/04/2016 for minor bug fixes and improvements:

Also It appears Rock Band 4 had a patch, notes can be found here:

With some songs, as the licenses have expired, they have been removed from the Rock Band library: http://forums.harmonixmusic.com/discussion/234236/rock-band-dlc-re-licensing-info-updated-quarterly#...

On the Playstation there is a way to go through purchase history and redownload them.

I am here on the forums to try and find out if we can do that ourselves.

Microsoft Store for songs and available DLC for Rock Band.

I am not receiving credit for having exported rock band 2 to rock band 3, and therefore cannot upload the songs to rock band 4.

And I have contacted Harmonix support, however, that ended with "At this time, we do not have any updates about this issue. We will leave this ticket open, and let you know once we have more information" which is not super helpful
