Lag spikes (RTX 2060), Need suggestions

No I don't, i only have like 2 games on the computer to making tests.

i only stated it as you have used game dvr to do that recording and if allow recording in background is enabled then i would check that first.

I suggest you try these basic troubleshooting steps!

Open Settings, click Update and Security and then Windows Update;

Click Check for Updates;

Click the Download and Install Now option, if available;

Also, check the Microsoft Store for any updates on the Xbox apps and its services.

Then try this:

Go to windows settings > apps > search for gaming services app > click on it and select advanced options.

After that, click repair and then restore, open the app and try again.

Then do the same for the Xbox app:

Go to windows settings > apps > search for Xbox app > click on it and select advanced options.

After that, click repair and then restore, open the app and try again.

If it still doesn't work you're going to uninstall the games services using a powershell command, then you're going to open the gamepass app, it will ask you to download and install the game services again :

In the windows search bar type Powershell > Right click and select open as administrator > Type the command: "get-appxpackage Microsoft.GamingServices | remove-Appxpackage –allusers" > Wait for the process to finish and then restart the PC, then open your Xbox gamepass app, it will ask you to install the gaming services again, install it and try again.

I'm sorry to tell you but it still didn't work, i still have the frame rate drop on every games...

That should be okay... Well, I suggest you try this:

Open the Settings app it is the gear in the start menu.

Open Accounts

Click Sign-in Options

Scroll down to Privacy

Uncheck "Use my sign-in info to automatically finish setting up my device and reopen my apps after an update and restart."

Restart your PC!

This has only been happening in the last two weeks, correct? Was this after a driver update

It's not 'lag' that we're seeing. Lag is something you get with poor internet connectivity. What I can see (from the video) is a significant frame rate drop for no apparent reason. Going from 144fps to half of that, and then back again.

Rocket league wouldn't be particularly demanding on your hardware. Curious that your RAM is 'unknown'

I suggest you what should do first is a completely remove your graphics driver. Run a free application called DDU (Display Driver Uninstaller) to remove your current graphics card drivers. Before you do this, visit the NVIDIA website and download driver 496.76. Keep the download on your drive, but don't install it yet.

Download DDU. The link I've provided should download it automatically (at least it does on Google Chrome).

Unzip DDU and run it. Remove the driver as per the application and restart your PC. When it restarts don't be surprised if your display resolution is a lot lower, this is normal. Find your graphics driver you downloaded earlier and install it. When it's finished, try running your games again.
