Killer Instinct: DLC Refresh Times Out, Cannot Download DLC/Use Store

When starting the game, the DLC check takes a while and then I get the following message:

No matter how many times I select the Wait option, it's always the same. I can select
Skip and get into the game, but the in-game store is corrupted (where the prices were before there's just an odd symbol and/or "ERROR", depending on the store item) and my DLC characters are unavailable, since the game can't seem to download/verify
DLC.

I've seen a few people mention this problem on this forum, but all the topics seem to have been locked, all this year.

Is there any information about why this is happening and are there any potential fixes for the issue?

Try reinstalling the dlc, the game runs normal without the dlc?
If it continues, it must be some temporary problem.

I can't reinstall the DLC as it should happen automatically after a successful DLC check. I tried finding the DLC in the Windows App store, but I can only find it in My Library > All Owned. The only useful option is Manage,
which just gives me this:

Killer Instinct Ultra Edition is an add-on DLC. Killer Instinct is a free game. I'm afraid that purchase does not qualify as part of the promotion.
