Keep getting 'took too long to start' errors

Man, what is the freaking deal with this stupid error? I get his idiotic error at least once a week and every time I do I have to power cycle every time it happens to get my games to load. The power cycking doesn't do much tbh, I'll be fine for a couple
of days afterwards then 'boom!' I get 'took too long to start' again 2 or 3 days later. I used to get 'do you own this game or app?' errors, but that has stopped as I haven't gotten that error in at least four months.

I have tried everything and I mean everything I can think of think of to make this damn error stop and nothing is helping. Factory reset, deleting and readding my account, clearing persistent storage, you name it, i've probably tried it.In addition I have
tried exchanging for a different Xbox and deleting and redownloading all of the games on my external hard erives. I have a One S, i've heard the One X has a better operating system, but I don't have the money for an upgrade like that. Does anyone know of
a way to make this error for a long time? I'm fed up of dealing with this error, if it happened once a month or two months then i wouldn't make a big fuss, but every (Mod Removed) week? Ridiculous and completelely unacceptable! Please do not
refer me to the troubleshooting link as the advice there is of no help to me, Thanks.

When it happens to me I quit the game, go to the store, look at many random game, then go back to my game and it then loads. Sometimes I have to do it twice. I never hard reset my console.

Do you have any game updates downloading when you get the "took too long to start" errors? That is usually what prevents me from starting a game on my external HDD until I go into the Queue and Pause all downloads.

Thanks for the fast reply! Your method will also clear the cache, it is actually my go to since I'm into the more "hands on" approach. As far as how often you should clear the cache, I would suggest somewhere in the realm of once every 1-2 weeks. Hope this
helps and make sure to let us know if you are able to get back into your gaming!

The Xbox One X and S have the same operating system, so don't worry about that. Is this an external drive or the internal drive? If it's external change the power management settings to not turn off power to storage when the system sleeps. Some
external drives don't cope well with power state changes.

This is the fix that i did

I would try to go to SETTINGS, then SYSTEM, then CONSOLE INFO and last CONSOLE RESET, pick option to KEEP ALL GAMES AND APPS, now console will restart, after the restart - do the SET UP and put power mode / option , set to ENERGY SAVING, now leave
external drive unplugged from the console, and try and test and see if it works. After that plug external in , and now test again. See if any change
