    I've tried both reset

    With keeping games and tried it without keeping games,still get the same error code when i try to open my network settings

    agree...i googled the error it acts like i need to sign in as the owner...well i am the owner....i see now that xbox live core services seem to be down...maybe thats part of the issue?
