It appears that you are trying to install the game after you have purchased it in your Xbox device. Let us see and check what is causing the issue so that you can start playing the game.

We would like to ask few questions to help us isolate the issue further.

1. Did the purchase of the game successfully go through?

2. Are you getting an error code or error message when trying to install the game?

3. Are you signed in to your Xbox console using the account that was used to purchase the game?

For the meantime, we can check from you order history if the game is showing there. Go this link: https://account.microsoft.com/billing/orders

Additionally, we can perform cache clearing. Clearing the cache can help resolve issues caused by corrupted app files. To clear the cache, press and hold the power button on your Xbox for 10 seconds to turn it off. Unplug the power cord from the back of the console and wait for 10 seconds. Plug the power chord back in and turn on the console.

If the issue persists, we ca reset to factory default by keeping your games and apps. Here are the steps:

Reset console to factory defaults by keeping apps and games:

• Press the Xbox button to open the guide.
  
• Select Profile & system > Settings > System > Console info > Reset console.
  
• On the Reset your console? screen, you'll see three options: Select Reset and keep my games & apps. Use this option as your first choice when troubleshooting. It will reset the OS and delete all potentially corrupted data without deleting your games and apps.
  

On the other hand, you can also removed your profile from the Xbox and try adding again.

This is what helped me and got Forza to download.
1. Go into the Microsoft Store and search Forza Horizon 5 Standard Edition.
2. Next you want to click on Forza Horizon 5 Standard Edition and you want to click Install from the Xbox app.
3. This will take you to the Xbox app and when it takes you to the Forza game scroll down and look at the tab named "Included in this bundle" And click Forza Horizon 5.
4. This should take you to the regular Forza Horizon 5 game rather than the Standard Edition, And then you want to click install and this should download the game.
