Jump force dlc

Has anyone else had trouble with there jump force dlc I bought the ultimate edition of the game and was told it came with the character pass. When they released the first 5 characters everything was fine I got my early access and abilities and costumes
but when the two newest characters Madara Uchiha and Toshiro Hitsugaya came out I didn't get my early access abilities or costumes and when I tried to install them it told me I need to purchase them when I tried to contact xbox they told me the ultimate edition
content I downloaded only includes 5 characters and doesnt actually include the character pack even though the Microsoft store and the gamestop website both say it does and box and code I have also say characters pack included and the description says 9 characters
they told me there aren't going to do anything and to be more careful when purchasing from the xbox store so basically I'm just wondering if anyone else has had this problem and is getting screwed by xbox
