I see your problem of deleting a game while not getting the DLC off your console. I recommend going to the DLC page for the DLC you're trying to delete and delete it from there. That way, you don't have to do a full system restore.

Support asked me to try the offline update or 'restore factory defaults', unfortunately, my internet is VERY slow, I had to restore my console a few months ago after I had the 'teredo IP address' error. It took weeks to reinstall my games and dlc!

Thanks, I accidentally restarted my old pc and it seems the pc game pass updated and I can no longer install the dlc for the game on that pc now. The old version of the game pass dlc worked fine. I am try to dona restore to see if that works but I highly doubt it. But hopefully someone knows how to fix this as there are a plethora of issues online with this specific error code.
