Release Date pushed up.....

Day one DLCs are like movie theaters charging you extra money to see some scenes that were intentionally cut from the movie.

Anyway my interest for this game has gone down.

New Gears Of War 3 Campaign DLC Announced

I was under impression that the DLCs pricing were reduced by 33% so it's cheaper with SP than not having one.

An Xbox Live server interruption and failure to associate the game license to your Xbox profile are possible factors as to why you're encountering this issue. Here are the troubleshooting solutions that you may perform to resolve this concern:

Solution 1: Clear Persistent Storage

Scroll left on the Home screen to open the Guide.

Select Settings.

Select All Settings.

Select Disc & Blu-Ray.

In the Blu-Ray section, select Persistent Storage.

Select Clear persistent storage.

Restart your Xbox One console. Download the content and check if the same instance occurs.

Clearing the console's persistent storage will delete temporary files. This may help resolve issues downloading items from the Xbox Store.

Solution 2: Clear MAC Address

If this is caused by an Xbox Live server interruption, clearing the console's alternate MAC address will refresh the network connection. This can help resolve server issues.

Scroll left on the Home screen to open the Guide.

Select Settings.

Select All Settings.

Select Network.

Select Network settings.

Select Advanced settings.

Select Alternate MAC address.

Select Clear.

Select Restart. Download the content and check if the same instance occurs.

Solution 3: Remove and re-add your Microsoft account on Xbox One

How to add or remove a Microsoft account on Xbox One for the steps. Removing and re-adding your account will refresh the content licenses associated to the profile. This won't affect your files.

If by content you mean DLC, Microsoft have confirmed DLC is supported, but up to the developer whether or not they charge you for it again...
