It won't let me purchase 360 games on my Xbox one

I have Xbox live gold and I am trying to claim a free Xbox 360 title on my Xbox one. When I try to purchase it it come up with the message: "Sorry" "Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your
Xbox." This makes no sense as I am trying to complete the transaction from my Xbox. I have looked around for other related problems and I understand that the error comes from not having the right privlages for an Xbox 360 account. I am a parent account on
my Xbox one and I do own a 360 which dosent have any restriction for purchasing or doing anything. When I try and sign into Xbox live on my Xbox 360 I cannot a it claim I don't have a parent account assigned to my 360 profile. I have been trying to add a parent
account on my 360 but it never works as says "that this couldn't be done at this time". I don't know what to do and I have been trying for ages.

I think there is some errors with parent/child accounts but I have tried everything and I should be able to purchase Xbox 360 titles on my Xbox one as I can purchase Xbox one titles on my Xbox one. What is the difference/problem.

I'm trying to purchase black ops II on my Xbox one and it says my account can't purchase this

my Xbox one won't let me purchase black ops 2 on my Xbox one and I don't have disc for it. Is there a way I can get the game without having to buy a Xbox 360 disc of it?

two things first your parental account must be gold

Not home gold

Second if you made it a parental account by changing the age of your account that doesn't work

Once set the age of an account is set in stone till it hits +18

Did this error just start or has this been going on for a while? Have you made purchases before for 360 games this way, or is this the first time you've tried it? If it worked before and suddenly is doing this now, it could possibly be a bug and I'd say
try again later. But if this is the first time you're trying it and you're getting this, then yes, sounds like an account issue with the settings and the way the account might have been set up.

This error means that the Microsoft account that you're trying to use to make the purchase doesn't have the ability to make the purchase.

Child and teen accounts are prevented from making purchases in the Xbox 360 Marketplace. Changing your Microsoft account age or your purchase settings won't resolve this issue.
