Provided your friend's status is not set to Offline mode (this is something he'll have to check from his profile on his console), both of you can try

power cycling your consoles to see if that helps resolve things. Do note that there was an issue with game/party invites not going through but that should be resolved now.

Hopefully the power cycle does the trick but if not, you could try removing your friend as a friend and then re-adding him as well.

i am getting really mad at this guy because he keeps on hitting me offline (booting offline). when ever the guy sees I'm online he hits me back offline. he is not on my friends list but i have friends that have him as a friend and he looks on his friends,
friends list and he sees me online. he keeps on hitting me offline because supposably i owe him 20 dollars cause he thinks i spent 100 microsoft points on a dashboard theme and i allready filed a complaint on him but that doesnt stop him because he allwys

all a little strange, when in game I can see him as a friend and send an invite. He simply does not see me so cannot invite me, I do make an appearance in game when I am actually offline - I show as disconnected in game.

Weird.

That is how the Appear Offline works by design. So you don't get unwanted pop ups.

The only way you can send a game invite to your friend is if he is appearing online and vice versa.
