Issues with Microsoft/Xbox Live account

I've been struggling mightily with Halo Reach on PC. I purchased the game on Steam. Since launch, I have only been successfully able to play a single multiplayer game. Every other time, I'm either unable to join friends, unable to get past the initial Multiplayer
menu, or even in the rare occasions when getting past that, it never finds a game.

My symptoms look like this:

I'm able to login to XBox Live in the game

However, if I look at the Options and Career menu item, the Season shows offline and I can see no progress recorded for the game at all (even for the campaign, the ONE thing I've been able to do)

Everytime I start the game, I have to confirm the login. It doesn't ask for a password, but it does reprompt with the login box (rather than going to the menu). There is only one single time this has worked as intended (ie, going straight to the main menu).

In addition to this, I have had zero achievements unlock, despite playing 6 missions in the campaign (again, I'm assuming related to not ACTUALLY being logged in).

I've tried every item I could find in the support site. If I look at the Xbox Networking item in Settings in Windows 10, everything looks fine there:

55ms latency, 0% packet loss

NAT Type = Open

Server Connectivity = Connected

There are some rare instances where I've looked and it has mentioned Teredo issues or said the server is blocked. However, rechecking immediately always shows the above. Not ruling out issues here, but I've checked and rechecked everything from the articles
about it.

The last data point involves the various Xbox apps in Windows 10 (Game Bar, Xbox Beta App, Console Companion). I can sign into these successfully. However, almost everytime I open them I have to sign in again. There is something somewhere that is preventing
me from being able to connect successfully.

After pulling my hair out for three days, I finally decided to Reset Windows, as well as my Router to ensure I have everything at a clean slate default state. Nothing has changed, the behavior is identical. Anyone have ANY suggestions? I'll acknowledge this
issue could have been around for quite a while...this is first Xbox Live game I've tried to play on Windows...it's not leaving a good first impression.

Well my ISP was able to move me off the CGN network today, and after a lot of fiddling to reset some network settings on my end, I was finally able to get in and do some matchmaking games! Now to deal with the UE4 crashes that keep popping up....but that's
most definitely the game's fault, not networking/account issues. Thanks for the help and ideas in here.

For anybody coming across this post: my particular issue was a CGNAT my ISP uses. Easiest way to identify it is if the WAN IP in your Router settings doesn't match up with what something like whatismyip.com says. Once that was resolved, I could get things
configured properly for UPnP to work as it's supposed to.

I have tried a brand new Xbox account (using a brand new outlook email address), with no change. I'm not sure what I'm looking for in privacy settings, but I haven't seen anything that looked like it would do this.

I've spent some more time looking at the XBox Networking settings page, and it's flakier than I thought. Sometimes it will say NAT Type of Open, and Server Connectivity of Connected. The next time I check it, it will be Open with Blocked server connectivity.
The next time maybe Moderate and Blocked. Then the next time "Teredo is unable to qualify" and Blocked. Then it will be fine the next time. So I'm getting more confident the issue lies there...but I can't figure out the WHY. I have done all the troubleshooting

Nothing was out of line based on those articles (again, I'm working with a freshly Reset PC), so I feel like at this point it's most likely something in the networking. I tried bypassing the router and direct connecting to my cable modem with no change.
I'm not ruling out something on the ISP side, but I'm not even sure what to ASK for something like that.
