    To begin: I’ve attempted to address this issue - MANY TIMES - with Xbox Support to no avail, just in case is wasn’t related to the insider program. After literal WEEKS to being pushed aside, bounced from department to department, and then outright abandoned, I’ve come to the conclusion that this may be insider related. I’m Beta ring, BTW. Now on to the issue...

    I’ve been a fan, and player, of the “Battlestations” franchise of games since their release. Not only did I purchase disc copies on or near day-of, I’ve also purchased all the DLC (all but one at release). As some of you may know, while Midway has long been backwards compatible, Pacific was one of the last games made BC before they stoppage (January 2019).

    As I owned the game, and all DLC (the Volcano Map Pack, Mustang Until Pack, Carrier Battle Map Pack, and Lady Luck Nose art), it all auto-downloaded to my One (Day One Edition) the day it was made BC - Fine so far. Cut to about 3 1/2 weeks ago - I start re-playing through both games. When it comes time for Pacific I notice that only one DLC pack is showing up in game (Carriers). Hmm... So I check my games and apps - all is still installed (including the Gamestop exclusive code-based Lady Luck nose art pack). After all the usual steps, I decide to try and re-download the DLC from the store - only none of it shows as owned anymore, despite all being installed.

    In this case I decide to check my 360 itself (I still have mine ready to go) - all DLC shows and works in-game. It all shows as previously purchased and can also be re-download at will from the marketplace. In fact, it shows as owned in the in-game store within the emulated game on the One - only the option for re-download is replaced by a message to check the games and apps section (in my case, useless).

    At the urging of support I log in on the official Xbox website and check my order history. While the Carriers DLC (purchased long after all else, in 2016) shows, none of the rest does - in fact, NO PURCHASES PRIOR TO mid-2010 appear at all (despite me being an avid Xbox user, and dlc purchaser, since 2005). That said, all of the other DLC purchased for other games around that time still works - Midway, Halo 3, etc. That said, the order history issue is apparently not unique to me and is something that has occurred since Microsoft switched over the online store in mid-2019 or so.

    It was then I decided to look up the DLC in question on the website-based version of the store - it all shows as owned and gives me the option to “Download to Xbox 360.” This options does work, but as stated only for my 360. Insofar as support goes, the Xbox Live guys keep sending me to the store guys or leave me in indefinite limbo waiting for a response from the “higher ups” that quite literally never comes. Finally, once finding out I’m an insider, they immediately jumped on that as “the” reason why all this must be happening.

    In attempting to resolve this issue not only have I spent COUNTLESS HOURS with support and WEEKS waiting on “solutions” that never came, along with emailing 15+ screenshots showing my account’s ownership, I also ending up deleting my save data in one support agent’s cockamamie scheme to re-up my old save to somehow reinstate my ownership. Then they say that since this an “old” game that there is no way to just re-enable my accounts DLC ownership or provide me with a code to “re-purchase” the content on the Xbox Store. All this over less than $10 of total DLC.

    Now I know what you’re thinking: for $10 why not just re-purchase it and be done? Well, besides the fact that one piece of DLC in question was a code-based retail exclusive (and thus un-purchasable anyway), it is the general principle. Not only have I already purchased this (a DECADE AGO) and thus feel no need to do so AGAIN, what does that say about any future rights-ownership related glitches? So now every time the store gets a bug in it the support staff are going to throw their hands in the air and say, “Tough Luck, just re-buy it?” What if next time it is even more DLC, or a full game, or MULTIPLE games? Keep in mind this isn’t an issue of content being removed from the store or incompatibility - this is a simple miscommunication between the two different store systems (The old Xbox 360 Marketplace and the new Xbox One store).

    This exact scenario was one reason I was very hesitant to go all-digital this generation (I ultimately did), but I at least thought that support staff would have been able to help work through these kinds of inevitable bugs. Instead, I’ve been told everything from: I didn’t purchase the content with my account (I did), the content isn’t backwards compatible (it is), deleting your save data or reinstalling the game will fix it (it doesn’t), as it is a 360 game we can’t just give you a code despite you clearly owning it (I call bull), and it is an insider issue (maybe?). All this on top of being strung along and ultimately abandoned by Xbox support staff over the course of 3+ weeks.

    I come here a sad, broken man in desperate need of some guidance as to if this is indeed an Insider issue and what in God’s green earth can be done to resolve this problem. Xbox engineers, fellow insiders, and the old gods and the new - hear my plea: Let me play my DLC on Xbox One.

    TL;DR - DLC purchased on July 5th, 2009 (Day of install on 360) from the Xbox 360 Marketplace shows as owned on Xbox.com and on the Xbox 360 store, but does not register as such on the Xbox One store - thus making it un-playable despite being installed.

    . The game is not currently compatible, that is why you are getting the error.
