Issues w/ Messaging via Console, app, and website

So, this problem started yesterday and I was able to resolve it, however it's back.

I cannot message via the app, console, or the website. When I message from the app it says: We can't send the message. The recipient might not exist, isn't a friend, or we couldn't reach the service.

When I message from the console it says: Message not sent.

I have removed and restored my profile, that fixed the problem the first time, however, the it did not the second time. I have reached out to Xbox Chat Support. They suggested I post here.

Messaging Problem

For over a year, I have not been able to send messages on my account via; console, app or website. On console, I get this message; "Check your account. Messaging is not working for your account." And on the website, I get this message; "Because of your past
behaviour, you can not send messages." But I never got a suspension notice and I checked my account through the enforcement website and I no ban whatsoever. I would appreciate the help.

 

Gears Game Codes

Hi. My understanding is that you will receive codes via xbox live messaging. Have you checked your messages either on your console or through the xbox website?

 

I cant send messages, on one of the placed i went it said i sent to many messages
