Issues regarding failure to receive downloaded content

Assuming you meant downloading instead of uploading, you can always re-download content through your Download History.

99% failures generally mean that you have a region issue. What is your physical location? What is the region of your account? If those 2 things do not match, you will not be able to download region-locked content.

- On what device are you trying to download the content

- Is this Xbox One or Xbox 360 content you are trying to download

- Have you tried to download it on console but also via Xbox App or Website?

- What exactly happens when you try to download it, any error codes or messages?

With that information people in the forums might be able to assist more directly in regards to the content and issue.

if the licenses of the content are on that console then any other profile on the console (when the console is connected to Xbox Live) should be able to use the games.

Regarding the not unlocking of achievements on the profile, this could be a temporary issue and making a new account may not solve the issue. Also be aware that items can not be transferred between accounts.

If you're attempting to transfer content licenses from one account to another, you should know that no such operation exists within the bounds of the Live service. It is possible, once a year, to transfer downloaded content licenses for the same account
from one console to another to address an issue of unplayable content due to a console failure, but this in no way accomplishes the act of removing content licenses from one account to attach them to another.
