Issues launching my games and apps

So I have done the power cycle reset but it hasn't done anything different and most of the games are on external storage it was select titles but now it decided to be all of them

I know you said you tried troubleshooting, but I just have to ask, did you try a full power cycle of the console by pressing the Xbox button on the console for 10 seconds until it shuts down, then power it back up and try again?

After that, I'd ask if these games and apps are installed on the internal drive or the an external drive? Are no games and apps launching or is it select titles?

checking for any console updates. Do you also have games installed on your internal hard drive, or are they all on the external hard drive. We recommend moving the game from the external hard drive to the internal. You will want to check for any updates
to the game after it is on the internal hard drive. If an update is necessary and is completed, we suggest moving it to the external hard drive and trying to launch it again. Be sure to let us know the results DemoChao!

Try a hard restart, hold the console button for 10 seconds or until the xbox turns off automatically, is that doesn't work then make sure you are in the correct account, make sure you are in the account that purchased the game.
