Issue creating Xbox Child Account

Greetings,

Objective: I have two daughters who I want to play minecraft with, they have Apple devices and I am using my PC (windows).

Steps taken:

Both of my girls are already in my Microsoft account "family" with their hotmail accounts.

I have successfully set up my youngest daughter's Xbox account and her and I were able to connect and play minecraft together a month ago (December).

Issue:

A month later (today), I tried to follow the exact same steps using the
xbox website for my older daughter; right after I enter my password to create her xbox live account; I am sent to the next page with that states:

"We are sorry, the page you requested cannot be found.

The URL may be misspelled or the page you're looking for is no longer available."

Comment about issue: I strongly feel this is actually a
bug that needs to be addressed, as I was able to do this with no issues before.

Important Note: I have read a lot of posts in regards to this issue and the most common"resolution" is to sign in with their account on our
Xbox One Console. I want to state that we do not own an Xbox One Console and should not require one to create an xbox account.

Does anyone know what I have to do differently to create an xbox account for my oldest daughter like I did for my youngest daughter?
