Is xbox live down today 3/25/19?

Turned on my xbox one about 10 minutes ago. Says im connected to internet, open NAT and all services available but i can't use most apps, games won't launch. Any idea what issues are currently going on?

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

you should check the status page and see if everything it's working. you may also try to power cycle your xbox.
