Is XBL Silver apps still behind a paywall?

I went Silver this past week and even though I can sign into XBL, not a single one of my apps works. Not even Netflix. So being curious I tried it on a friends Xbox 360 who's been Silver since at least last year, but who hasn't used it since the "paywall"
was dropped.

I've no intention of going Gold again anytime soon, and if the apps. (IE, Youtube, Netflix, Crackle etc) are still behind a paywall then I would like to know.

According to sorces like Forbes, those numbers also include silver members. Many sources also claim that only 50% of Xbox Live subscribers even have the Gold service.

 

I think xbox is having some kind of hacker attack. My brother cannot use his netflix or other video apps either, and he has the paid service. Would be nice if they would do some kind of announcement to let folks know what is up, yes?
